Prepare the Base
- Heat olive oil in a skillet. Add ground beef and sear until a deep golden-brown crust forms before breaking into crumbles. Add onions and garlic and sauté until softened.
- Stir in tomato sauce, beef broth, and half the dried herbs. Simmer for 5 minutes until slightly thickened.
Assemble and Bake
- Gently fold the cooked fluffy rice into the beef and tomato mixture until evenly coated.
- Transfer to the ceramic dish. Top with a thick layer of shredded cheddar. Bake at 375°F (190°C) for 20-25 minutes until cheese shows golden toasted spots and oil beads.
- Remove from oven and immediately sprinkle with remaining dried parsley and oregano flakes. Rest for 10 minutes.
