- Rinse jasmine rice until water is clear. Combine with 1.5 cups water in a pot, bring to boil, then simmer covered for 15 minutes. Let rest 5 minutes, then fluff.
- Pat chicken dry. Toss with salt and 1 tbsp cornstarch until lightly coated.
- Heat oil in a skillet over medium-high heat. Sear chicken in a single layer until deep golden-brown edges appear, about 3-4 minutes per side.
- Whisk chili sauce, soy sauce, vinegar, ginger, garlic, and chili flakes. Pour over chicken. Stir in cornstarch slurry and simmer until sauce is thick and glossy.
- Mound rice into bowls, top with chicken and sauce, and garnish with sesame seeds and scallions.
